Digital preservation policies

To preserve all digital documentation, UPEL-IPB EDUCARE Journal subscribes to the requirements of the Moscow Declaration approved by the International Conference on "The Preservation of Digital Information in the Information Society: Problems and Prospects" organized by UNESCO's Information for All Program (IFAP) (2011).

These requirements establish that: "Access to information is essential to build knowledge societies, and that systematic preservation is the basis for the continuity of the transmission of information from generation to generation" (UNESCO 2011) http://portal.unesco.org/es/ev.php-RL_ID=49358&URL_DO=DO_TOPIC&URL_SECTION=201.html

Based on the aforementioned, EDUCARE assumes and adheres to the following foundations:

  1. Considering that the documents produced and preserved over time, in all their analog and digital forms, through time and space, constitute the primary means of creation and expression of knowledge and have repercussions in all areas of human civilization and its future evolution.
  2. Considering also that documentary heritage records the development of human thought and events, the evolution of languages, cultures, peoples, and their understanding of the world.
  3. Emphasizing the importance of documentary heritage to promote the exchange of knowledge in favor of greater understanding and dialogue, to promote peace and respect for freedom, democracy, human rights, and dignity.
  4. Noting that the evolution of documentary heritage favors intercultural education and personal enrichment, scientific and technological advances, and it is a vital resource for development.
  5. Considering also that the preservation of documentary heritage and its long-term accessibility cement the fundamental freedoms of opinion, expression, and information as human rights.
  6. Considering that universal access to documentary heritage must respect both the legitimate interests of rights holders and the public interest in its preservation and accessibility.

In this sense, and to safeguard our digital heritage, and avoid the loss of information, EDUCARE makes use of the following mechanisms:

  1. System: UPEL-IPB EDUCARE, makes daily backups through the JetBackup utility included in the hosting service Panel where the Journal is hosted. These backups are kept on a different partition. The LOCKSS digital preservation system (http://www.lockss.org), from the Stanford University Libraries on the PKP PNL network is not yet available for Open Journal Systems version 3.1.2.4. When it is, it will be used to guarantee the preservation of our data.
  2. Technical Support: UPEL IPB EDUCARE, has highly qualified personnel to provide technical support to safeguard the documentation. The technical support staff makes weekly backups of all the Journal content.
  3. Preventive Storage: UPEL-IPB EDUCARE guarantees that there is more than one copy in the rest of the computers in the Editorial office at UPEL-IPB Institution.
  4. Digital formats: UPEL-IPB EDUCARE stores the information in WORD and PDF formats. This increases the probability that when a format becomes obsolete there are still programs to convert it.

In short, EDUCARE UPEL-IPB carries out systematic preservation actions, such as data rejuvenation, consistency checks, migration, preservation of technology, and digital archeology.
